Joint Statement of the People's Republic of China and the Republic of Kenya on Building a Model of All-Weather China-Africa Community with a Shared Future in the New Era

  At the invitation of President Xi Jinping of the People's Republic of China, President William Ruto of the Republic of Kenya paid a state visit to the People's Republic of China from April 22 to 26, 2025.

  During the visit, the two heads of state held talks in a friendly and friendly atmosphere and exchanged in-depth views on China-Korean, China-Africa relations and international and regional issues of common concern under the new situation. Premier Li Qiang of the State Council of the People's Republic of China and Zhao Leji, Chairman of the Standing Committee of the National People's Congress, met with President Ruto.

  Both sides agreed that the traditional friendship between China and Kenya has become stronger over time. In the 62 years since the establishment of diplomatic relations, the cooperation between the two countries has injected vitality into the spirit of China-Africa friendly cooperation of "sincere friendship, equal treatment, mutual benefit and win-win, common development, upholding justice, defending justice, adapting to the times, openness and inclusiveness", and has set an example for promoting the Silk Road spirit of "peaceful cooperation, openness and inclusiveness, mutual learning and mutual benefit and win-win" through high-quality joint construction of the "Belt and Road" in the new era. China-Korean cooperation helps each other's modernization process and benefits the people of both countries. Under the new circumstances, the China-Korean comprehensive strategic cooperative partnership faces major development opportunities. The two sides will continue to firmly support each other in defending their core interests, deepen and expand exchanges and cooperation in various fields, and work together to build a community with a shared future between China and Kenya in the new era.

  Both sides agreed that in the 25 years since the establishment of the Forum on China-Africa Cooperation, it has led the leapfrog development of China-Africa relations, promoted the continuous quality and upgrading of China-Africa cooperation, and has become a banner of international cooperation with Africa. The 2024 China-Africa Cooperation Forum Beijing Summit is a milestone event in the history of China-Africa relations. It has drawn up a new blueprint for China-Africa solidarity and cooperation, opened a new chapter in China and Africa to promote modernization together, and injected new impetus into the cause of world peace and development. The two sides are committed to implementing the results of the Beijing Summit, promoting high-quality development of China-Africa cooperation, and building China-Korean relations into a model for building an all-weather community of shared future in China and Africa in the new era.

  Both sides agreed that the world's century-long changes have accelerated, and major concepts and initiatives such as building a community with a shared future for mankind, building a high-quality joint construction of the "Belt and Road", Global Development Initiative, Global Security Initiative, Global Civilization Initiative, Global Civilization Initiative, and other major concepts and initiatives are showing increasingly powerful influence and appeal. In the international situation of chaos and intertwining, we must promote global governance of consultation, joint construction and sharing, shape a more fair and reasonable international order, resolutely abandon the jungle law, and oppose hegemony, power politics, and all forms of unilateralism and protectionism. These are all important components of the unity and self-reliance of the "Global South". The two sides are committed to injecting more stability into the world with the certainty of China-Africa solidarity and cooperation, and are the backbone of safeguarding the common interests of developing countries and defending the multilateral system. They advocate an equal and orderly world multipolarization, inclusive and inclusive economic globalization, and work together to build a community with a shared future for mankind.

  1. Build a community with a shared future in the new era

  (1) Both sides agreed to continue to take the diplomacy of the head of state as a strategic guide and maintain close high-level exchanges. Deepen exchanges and cooperation at all levels and fields such as the central and local governments, political parties, and legislative bodies of the two countries, and strengthen exchanges of governance concepts and development experiences.

  (2) Both sides firmly support each other in independently choosing a development path that conforms to their national conditions, and reiterate their firm support for each other on issues involving each other's core interests and major concerns, and firmly oppose external oppression and interference. Kenya reiterates its adherence to the one-China principle, recognizes that there is only one China in the world, and Taiwan is an inalienable part of China's territory. The Government of the People's Republic of China is the only legal government representing the whole of China. It firmly opposes any form of "Taiwan independence", firmly supports all efforts made by the Chinese government to achieve national reunification, and believes that in accordance with international law and the principle of non-interference in internal affairs, Xinjiang and Tibet affairs are China's internal affairs.

  (III) Both sides are satisfied with the fruitful achievements made in the high-quality joint construction of the "Belt and Road" of China and Kenya. They are willing to take the implementation of the results of the Beijing Summit of the Forum on China-Africa Cooperation and the cooperation plan for jointly building the "Belt and Road" of China and Kenya as an opportunity to strengthen the docking of the development strategy with Kenya's "bottom-up economic transformation agenda" and the 2030 vision plan, promote the quality and upgrading of pragmatic cooperation, ensure the safety of personnel and institutions of cooperation projects between the two countries, and build the high-quality joint construction of the "Belt and Road" of China and Kenya into a high-standard, benefit people's livelihood, and sustainable path of cooperation and prosperity.

  (IV) The two sides are willing to give full play to the role of mechanisms such as the Joint Committee on Bilateral Trade, Investment and Economic and Technical Cooperation, the China-Korean Joint Working Group, and deeply connect with the needs of economic and trade cooperation. China encourages more powerful Chinese companies to invest and start businesses in Kenya, help Kenya expand its advantageous production capacity, promote industrial chain upgrading, and achieve independent and sustainable development. China is willing to continue to expand its import of Kenyan specialty products to promote balanced and sustainable trade between the two countries. The two sides are willing to actively promote the signing of the Framework Agreement on the Joint Development Economic Partnership or Free Trade Agreement to provide long-term, stable and predictable institutional guarantees for trade and investment cooperation between the two countries.

  (V) Both sides are willing to rely on major projects such as the Mombasa Railway to promote the coordinated and integrated development of infrastructure construction with industries, promote the creation of a growth circle of China-Africa industrial cooperation, and cooperate to build a China-Africa interconnection network with land-sea linkage and coordinated development. The two sides are willing to establish a cooperation mechanism between railway government departments of the two countries, deepen exchanges and cooperation in the railway field, and promote infrastructure connectivity. The two sides are willing to actively discuss the opening of direct flights between the capitals of the two countries based on market principles.

  (VI) China attaches importance to Kenya's status as a financial center in Eastern Africa, and will support Chinese financial institutions to set up branches in Kenya, and discuss and implement innovative and diversified financial cooperation with Kenya. China is willing to discuss with Kenya the cooperation on panda bonds in accordance with the principles of marketization and rule of law to serve the joint construction of the "Belt and Road" between the two countries.

  (7) The two sides are willing to further strengthen exchanges and cooperation in the field of health and health. Kenya is willing to learn from China's valuable experience in universal medical care and other aspects. China attaches importance to the urgent needs of Kenya in responding to drug and vaccine shortages under the current situation, and is willing to support Chinese companies in cooperation with Kenya to build local medical and health industries according to the needs of Kenya, and help the Kenyan people improve their health and well-being. Kenya is willing to provide necessary conveniences in China's drug access.

  2. Create a model for implementing global development initiatives

  (8) Kenya highly appreciates and actively supports the global development initiative proposed by President Xi Jinping. The two sides agreed that the initiative gathers the voices of countries in the "Global South" and provides strong impetus for strengthening international development cooperation and accelerating the implementation of the United Nations 2030 Agenda for Sustainable Development. China appreciates Kenya's participation in the "Global Development Initiative Group". The two sides are willing to deepen cooperation in poverty reduction, food security, green development, and blue economy.

  (9) Kenya appreciates the "Initiative for Supporting Africa Industrialization", "China's Plan to Support Africa Agricultural Modernization" and "China-Africa Talent Training Cooperation Plan" proposed by President Xi Jinping. The two sides will further strengthen cooperation in the fields of industry, agriculture, higher education, vocational education, human resources training, etc. Kenya is willing to learn from China's valuable experience in rural poverty reduction and other aspects. China supports investment in Kenya's sustainable and modern agricultural production and agri-food processing.

  (10) China welcomes Kenya to join the "Friends of International Cooperation in the Building of Artificial Intelligence Capacity", and Kenya appreciates the "Global Artificial Intelligence Governance Initiative" and the "Global Data Security Initiative" proposed by China. The two sides are willing to focus on emerging fields such as digital economy, new energy, artificial intelligence, mobile technology, blockchain, and smart cities, cultivate new growth points for cooperation, and promote new quality productivity cooperation.

  (XI) China positively evaluates Kenya's successful hosting of the first African Climate Summit in September 2023, and appreciates President Ruto's contribution to promoting African solidarity to address climate change. The two sides reaffirmed the importance of the Nairobi Declaration and the China-Africa Declaration on Cooperation in Cooperation in Climate Change, and will explore deepening green cooperation and protecting the common home of mankind on earth.

  3. Create a model for implementing global security initiatives

  (12) Kenya highly appreciates and actively supports the global security initiative proposed by President Xi Jinping. The two sides agreed that all countries should adhere to the common, comprehensive, cooperative and sustainable security concept, adhere to respecting the sovereignty and territorial integrity of all countries, adhere to the purposes and principles of the Charter of the United Nations, adhere to the reasonable security concerns of all countries, adhere to the peaceful resolution of differences and disputes between countries through dialogue and consultation, and adhere to the coordinated maintenance of security in traditional and non-traditional fields. The two sides are willing to actively implement the Memorandum of Understanding on Cooperation on the Global Security Initiative between the two countries, and actively carry out cooperation under this framework to jointly improve security governance capabilities and make positive contributions to maintaining and promoting regional and world peace and stability.

  (13) Both sides called on the international community to support the efforts of African countries and regional organizations such as the African Union to independently resolve African issues in an African way. China firmly supports the African Union to unite African countries, actively respond to regional security challenges, and mediate regional conflicts and disputes. China positively evaluates Kenya's efforts to maintain regional peace and stability. Kenya appreciates China's proposal of the "Horna of Africa Peaceful Development Concept" and is willing to continue to promote the implementation of the "concept" with China, strengthen communication and coordination on hot issues in Africa, and play a constructive role in maintaining African peace and security.

  (14) The two sides are willing to further deepen exchanges at all levels in the field of peace and security, and strengthen cooperation in areas such as personnel training, military industry and military trade, anti-terrorism, and joint exercises.

  (15) The two sides are willing to actively negotiate and sign a memorandum of understanding on cooperation between law enforcement departments of the two countries, promote the establishment of a cooperation mechanism, strengthen cooperation in the fields of counter-terrorism, law enforcement capacity building, and combating human trafficking, drug smuggling, telecommunications fraud, cybercrime, illegal weapons and wildlife trade, illegal fishing, environmental crime, money laundering and other transnational crimes, and jointly safeguard the security interests of the two countries and the people of the two countries.

  4. Create a model for implementing the Global Civilization Initiative

  (16) Kenya highly appreciates and actively supports President Xi Jinping’s global civilization initiative. Both sides jointly advocate respecting the diversity of world civilizations, strengthening civilized exchanges, promoting mutual understanding among the people, adhering to civilized equality, mutual learning, dialogue and tolerance, and promoting the progress of human civilization. We are willing to strengthen cooperation on multilateral platforms such as the United Nations and jointly implement the UN General Assembly’s resolution on the “International Day of Dialogue of Civilization”.

  (17) Promote the friendship between mankind and generations through exchanges and mutual learning. The two sides will hold the Permanent Cultural and Tourism Season in 2025 to continue to expand personnel exchanges and encourage people from both countries, especially young people, to visit each other's countries. Both sides are willing to actively support and participate in the China-Africa Cultural Exchange Year held in 2026.

  (18) Build a solid foundation of universal friendship through folk exchanges. The two sides highly appreciate the achievements of cooperation between the two countries in the fields of science and technology, culture, tourism, women, youth, sports, media, etc., and agreed to further expand cultural exchanges on the existing basis, strengthen cooperation in radio, television, newspapers, and online media, give full play to the role of organizational structures such as the legislative bodies of the two countries, and complete the establishment of a Chinese cultural center in Kenya as soon as possible, continuously enhance mutual understanding and enhance mutual understanding.

  (19) Use experience sharing to build consensus on pertinent concepts. The two sides will strengthen exchanges and cooperation in the field of education, promote Chinese education in Kenya, and support the development of Chinese and vocational education platforms such as Confucius Institute and Luban Workshop in Kenya. The two sides support China-Kenkan Think Tank to strengthen exchanges and cooperation and encourage Chinese universities to carry out joint scientific research and academic research. China is willing to continue to provide government scholarships and places to study in China.

  5. Promote the unity and cooperation of the "Global South"

  (20) Both sides agreed that we must firmly defend the international system with the United Nations at its core, the international order based on international law, and the basic norms of international relations based on the purposes and principles of the Charter of the United Nations. The two sides will strengthen coordination and cooperation within multilateral frameworks such as the United Nations and promote global governance in a more just and reasonable direction. Both sides welcome the adoption of the United Nations Convention on Combating Cybercrime and agree to jointly promote the Convention to come into effect as soon as possible to strengthen international cooperation in combating cybercrime.

  (21) Both sides are committed to promoting the enhancement of the representation and voice of the "Global South" in the international system. The two sides will continue to safeguard the core values ​​and basic principles of the World Trade Organization and support the WTO to make necessary updates to the rules through joint statements such as investment facilitation. The two sides firmly oppose new hegemonic means such as illegal unilateral sanctions, "decoupling and chain breaking", tariff barriers, and technological blockades, and call for reform of the international financial system to make it more inclusive and fair, improve development financing for developing countries, promote trade and investment liberalization and facilitation, and achieve common prosperity.

  (22) Both sides called for necessary reforms and strengthening of UN agencies, including the United Nations Security Council, to correct the historical injustice suffered in Africa, including increasing the representation of developing countries, especially African countries, to the United Nations and its Security Council. Kenya appreciates China's proposal to support special arrangements on the priority resolution of Africa's demands on the reform of the United Nations Security Council. China positively evaluates Kenya's important role as a member of the African Union's United Nations Security Council's reform of the Ten Heads of State (C10). The two sides are willing to continue to strengthen coordination and cooperation on Security Council reform. China supports strengthening the construction of the United Nations Office in Nairobi so that it can build a center of multilateralism for global affairs.

  (23) Both sides agreed to continue to work with African countries and the international community to make unremitting efforts to promote the resolution of global hot issues, including Africa, and to achieve world peace, stability and prosperity. Both sides agreed that the "two-state solution" is the only way to resolve the Palestinian issue, that Gaza is an inalienable part of the Palestinian territory, firmly supports the national legitimate rights of the Palestinian people and opposes forced migration against the Gaza people.

  (24) Both sides believe that the development of human rights should adhere to the people-centered approach and that all countries have the right to independently choose a human rights development path that conforms to their own reality. Both sides believe that all countries should carry out dialogue and cooperation in the field of human rights on the basis of mutual respect and equal treatment, oppose the politicization and instrumentalization of human rights issues, and oppose the dual standards.

  Both sides agreed that President Ruto's visit to China has achieved a complete success, which is of great significance to promoting the development of China-Korean relations and building an all-weather community of shared future in China and Africa in the new era. President Ruto expressed his sincere gratitude to President Xi Jinping, the Chinese government and people for his warm and friendly reception during his visit, and invited President Xi Jinping to visit Kenya at a convenient time.

  After the talks, the two heads of state jointly witnessed the signing of the bilateral cooperation document.
