According to reports, left-behind women in rural areas refer to women whose husbands have been working, doing business for more than half a year and who stays in rural areas to live and live. The plan focuses on low-income women, seriously ill women, disabled women, and women who have been infringed on their legitimate rights and interests among left-behind women in rural areas, and focuses on the outstanding difficulties of this group in terms of employment increase, rights protection, spiritual and cultural life, and makes arrangements for strengthening precise care and assistance.
The plan proposes to vigorously develop vocational skills training, emerging industry training, and special handicraft training programs suitable for left-behind women in rural areas, and continuously improve their training opportunities and employment and entrepreneurship capabilities. It is encouraged to develop characteristic agriculture, characteristic breeding, and family handicrafts through new agricultural business entities, "enterprise + base + farmers", "live streaming and selling goods", and help rural left-behind women in need to achieve "door-to-door" labor income increase; actively develop grassroots governance positions and public service positions in urban and rural communities, and guide and support rural left-behind women in need to engage in social work such as care services for left-behind children and children in need, elderly care services, marriage and family services, and disability care services.
In terms of strengthening basic living security, the plan clearly states that all localities should include rural left-behind women or families who meet the conditions in the dynamic monitoring scope of low-income population in accordance with regulations, and provide timely assistance as appropriate. At the same time, we support charitable organizations and other social organizations to carry out public welfare activities and public welfare projects for rural left-behind women in need, and provide assistance to rural left-behind women and their families with weak labor capacity and financial difficulties. Two subsidies for disabled left-behind women who meet the conditions will be issued to qualify for disabled left-behind women who have the conditions to provide basic rehabilitation services to disabled left-behind women who have needs.
The plan proposes to strengthen the protection of rights and interests, increase the crackdown and punishment of illegal and criminal acts that infringe on the legitimate rights and interests of left-behind women in rural areas; increase health services for rural left-behind women in need, and conduct free screening of "two cancers" for women of appropriate age. The plan also proposes to deepen the construction of family education and family style, educate and guide family members to fully affirm the efforts and value of left-behind women in rural areas, and prevent discrimination and domestic violence against left-behind women in rural areas.
