The reporter learned from the Ministry of Finance on the 12th that in order to increase support for the digital transformation of small and medium-sized enterprises, the General Office of the Ministry of Finance and the General Office of the Ministry of Industry and Information Technology recently issued the "Notice on Doing a Good Job in the Pilot Work of Digital Transformation of Small and Medium-sized Enterprises in 2025" (hereinafter referred to as the "Notice"). In 2025, about 34 cities will be selected to carry out the third batch of pilot work for the digital transformation of small and medium-sized enterprises. The pilot implementation period will be two years, and the calculation will begin from the date of approval of the implementation plan.

　　The "Notice" mentions five key tasks, including focusing on enterprise needs and highlighting the effectiveness of transformation; making efforts in both supply and demand, strengthening professional supply; encouraging exploration and innovation, strengthening path leadership; strengthening mechanism innovation, consolidating factor guarantees; strengthening experience summary and continuously optimizing measures.

　　The "Notice" clearly states that it is necessary to focus on key industries and key enterprises. Pilot cities should insist on promoting the transformation and upgrading of traditional industries and promoting strategic emerging industries and future industrial development. Among key manufacturing industries such as computer and communication electronic equipment manufacturing, general and special equipment manufacturing, automobile manufacturing, etc., select specific sub-fields to carry out digital transformation pilot projects. The selected sub-fields should comply with the national regional strategic development plan and industrial orientation, and reflect their own industrial foundation and characteristic advantages. In addition, pilot cities should select small and medium-sized enterprises at key links in the determined sub-industry as the key targets of this digital transformation, and should give priority to specialized, specialized, new, and industrial small and medium-sized enterprises above the designated size in the transformation scope.

We must promote service providers to focus on specialized and innovative development in sub-industry fields, create a number of "small, fast, light and accurate" digital technology products and solutions that are highly adapted to the transformation needs of small and medium-sized enterprises in sub-industry industries, summarize the professional transformation paths for sub-industry industries, and strengthen publicity and promotion.
