Xi Jinping announced that China and Latin America will work together to launch five major projects to jointly seek development and revitalize, and jointly build a community with a shared future between China and Latin America.

In early summer, there is vitality. Within the National Convention Center, the flags of China, Latin America and Caribbean countries and the flags of relevant regional organizations shine together.

Xi Jinping shook hands cordially with President Petro of Latin America, the rotating president of the Latin America Community, and took photos together.

Amid warm applause, Xi Jinping delivered a keynote speech entitled "Writing a New Chapter of Building a Community of Shared Future in China and Latin America."

Xi Jinping pointed out that in 2015, together with representatives of Latin American and Caribbean countries, I attended the opening ceremony of the first ministerial meeting of the China-Latin America Forum in Beijing, and announced the establishment of the China-Latin America Forum. Over the past 10 years, with the careful cultivation of both sides, the China-Latin America Forum has grown from a young seedling to a tall tree. The two sides work together and support each other. Latin America and the Caribbean countries have always adhered to the one-China principle. China firmly supports Latin America and the Caribbean to follow the development path that conforms to their own national conditions, and support Latin America to safeguard national sovereignty and independence and oppose external interference; the two sides are bravely at the forefront of the trend, cooperate with each other for win-win cooperation, promote the continuous deepening of practical cooperation in the fields of trade, investment, finance, science and technology, infrastructure construction, etc., and jointly build the "Belt and Road" with high quality; the two sides are watching over each other and overcome difficulties together, actively carry out disaster prevention, mitigation and relief cooperation, and work together to deal with natural disasters such as hurricanes and earthquakes and the century-old epidemic; the two sides are united and cooperated, brave to take responsibility, practice true multilateralism, jointly safeguard international fairness and justice, promote the reform of the global governance system, and promote the world's multipolarization and democratization of international relations. Facts have proved that China and Latin America have become a community of shared future for joint progress. Its distinctive background is equality, strong driving force is mutual benefit and win-win, and the mind is openness and inclusiveness. The fundamental pursuit is to benefit the people, and it has vigorous vitality and broad development prospects.

Xi Jinping stressed that at present, the world's century-long changes are accelerating, and multiple risks are intertwined and superimposed. Only by uniting and cooperation can all countries maintain world peace and stability and promote global development and prosperity. There are no winners in tariff wars and trade wars, and bullying will only isolate themselves. China, Latin America and the Caribbean countries, are important members of the global South. Independence is our glorious tradition, development and revitalization is our natural right, and fairness and justice are our common pursuit. China is willing to work with Latin America to launch five major projects, seek common development and revitalization, and jointly build a community with a shared future between China and Latin America.

The first is the unity project. Continue to support each other on issues involving each other's core interests and major concerns, firmly safeguard the international system with the United Nations at its core and the international order based on international law, and make a common voice in international and regional affairs. In the next three years, China will invite 300 political party cadres from member states of Latin America to visit China every year.

The second is to develop projects. We will jointly implement the global development initiative, firmly safeguard the multilateral trading system, maintain the stability and smooth global industrial chain and supply chain, and maintain the international environment of open cooperation. Strengthen the docking of development strategies and deepen the high-quality joint construction of the "Belt and Road". China will import more high-quality products from Latin America and encourage Chinese companies to expand their investment in Latin America.

The third is the civilization project. We will jointly implement the Global Civilization Initiative, establish a civilization concept of equality, mutual learning, dialogue and inclusiveness, and promote the common values of all mankind of peace, development, fairness, justice, democracy and freedom. Deepen exchanges and mutual learning between China and Latin America civilizations and hold a dialogue meeting on China-Latin America civilizations.

The fourth is the peace project. We will jointly implement the global security initiative, strengthen cooperation in disaster governance, cybersecurity, counter-terrorism, anti-corruption, drug control, and combat transnational organized crime, and strive to maintain regional security and stability.

The fifth is the people’s heart project. In the next three years, China will provide 3,500 government scholarship quotas, 10,000 training places to China, 500 international Chinese teacher scholarship quotas, 300 training places for poverty reduction technical talents, and 1,000 "Chinese Bridge" project group quotas to China, implement 300 "small but beautiful" people's livelihood projects, and support Latin America member countries to carry out Chinese education. China will implement the first visa-free policy to five countries in Latin America and the Caribbean region, and expand its coverage of regional countries in a timely manner.

Xi Jinping finally emphasized that no matter how the international situation changes, China has always been a good friend and partner of Latin America and the Caribbean countries, and has moved side by side with Latin America on their respective modernization journeys and jointly written a new chapter in building a community with a shared future between China and Latin America.

Colombian President Petro, Brazilian President Lula, Chilean President Borici, New Development Bank President and former Brazilian President Rosef delivered speeches respectively. The Special Representative of Uruguay President Orsi, the rotating president of the Latin Community, read out the president's congratulatory letter. They highly praised the fruitful achievements made in the Latin America-China Forum in 10 years and appreciated China's significant contributions to promoting Latin America-China cooperation and promoting economic and social development. All parties reiterate their firm support for the one-China principle. All parties said that the concept of building a community with a shared future for mankind and the three global initiatives proposed by President Xi Jinping have opened up bright prospects for peace, prosperity and progress for the world. Faced with a world full of uncertainty, Latin America and China should work together and work together to promote the continuous progress in the construction of a community with a shared future between Latin America and China, and create a bright future for Latin America and China to cooperate.
