Joint Statement of the People's Republic of China and the Federative Republic of Brazil on Strengthening Working Together to Build a More Just and More Sustainable Planet China-Pakistan Community of Shared Future and Jointly Maintaining Multilateralism
At the invitation of President Xi Jinping of the People's Republic of China, President Luis Inacio Lula da Silva of the Federative Republic of Brazil came to China from May 10 to 14, 2025 to attend the 4th Ministerial Meeting of the China-Latin America Forum and paid a state visit to China.
1. The two sides agreed to strengthen the joint efforts of China-Pakistan community with a shared future with a more just world and a more sustainable planet, emphasizing that since President Xi Jinping’s state visit to Brazil in November 2024, the two countries have made concrete progress and mutually beneficial results in promoting inclusive growth, scientific and technological innovation and sustainable development. The two sides emphasized that the relationship between the two countries is comprehensive, and agreed to continue to expand and deepen pragmatic cooperation, further activate cultural exchanges, enhance mutual understanding between the two peoples, strengthen cooperation in international organizations and multilateral mechanisms, and continue to demonstrate the global influence, strategic value and long-term nature of the relationship between the two countries.
2. The two sides expressed their satisfaction with the progress made since the joint construction of the "Belt and Road" initiative and the "Accelerating Growth Plan", "Brazil's New Industry Plan", "Ecological Transformation Plan", and "South America Integration Route Plan". The relevant working groups are welcome to pass the list of first phase cooperation projects, covering financial cooperation, health, infrastructure (highways, railways, ports), artificial intelligence, science, technology, information, human resources training, environment, renewable energy, ecological transformation, shipbuilding and other fields. The results of cooperation in many areas are reflected in the agreements reached during this visit. The two sides reiterated that they will continue to firmly promote the docking of the development strategies of the two countries, jointly promote the modernization of China and Pakistan, optimize financial cooperation, and promote regional connectivity and sustainable development. The two sides will continue to promote practical cooperation in various fields.
3. The two heads of state called for attention to the challenges faced by developing countries under the current international situation, advocated strengthening cooperation between global southern countries, and believed that China-Pakistan relations are a model of cooperation between major developing countries.
4. The two sides reiterate their importance to the key role played by the China-Brazil High-Level Coordination and Cooperation Committee in promoting the development of bilateral relations and carrying out joint projects in the fields of political and diplomacy, economic and trade, science and technology, environment, social and rural development, energy transformation, culture, finance and inspection and quarantine.
5. The two sides attach importance to the continuous development of closer and more stable bilateral economic and trade relations. It emphasizes its willingness to expand trade exchanges and promote its diversified development, and promises to promote investment and trade cooperation in priority areas such as industry, infrastructure, digital economy, sustainable minerals, civil aviation and energy transformation, and improve the level of bilateral industrial chain and supply chain cooperation. Reaffirm our determination to maintain the level of trade between the two countries under the current international situation.
6. The two heads of state believe that the cooperation between the two sides in the fields of agricultural product trade, agricultural science and technology and food security is full of vitality. They reiterate their long-term commitment to promoting the development of bilateral relations in this key area, and agree to promote strengthening cooperation between the two countries' scientific research institutions and agricultural enterprises, and promote scientific and technological innovation, including in the fields of biotechnology and social development.
7. Recalling their respective successful experiences in fighting hunger and poverty, the two sides decided to deepen cooperation in the field of social and rural development within the bilateral scope and within the framework of the "Global Alliance for Fighting Hunger and Poverty" launched by Brazil last year during the rotating presidency of the G20.
8. Both sides agreed to deepen scientific and technological innovation cooperation in the fields of aerospace, energy transformation, artificial intelligence, semiconductors, bioeconomy, food security, etc., and promote the joint response to global challenges.
9. The heads of state of the two countries reiterated their willingness to set 2026 as the "China-Pakistan Cultural Year" to further enhance social exchanges between the two countries.
10. Pakistan reiterates its adherence to the one-China principle and recognizes that there is only one China in the world, that Taiwan is an inalienable part of China's territory, and that the Government of the People's Republic of China is the only legal government representing the whole of China. Pakistan supports China's efforts to achieve peaceful reunification of the country. China highly appreciates this.
11. The two sides are willing to strengthen exchanges and mutual learning between civilizations, promote the common values of peace, development, fairness, justice, democracy and freedom for all mankind, and make positive contributions to promoting peace, security and sustainable development. To this end, Pakistan welcomes China's global development initiative, global security initiative and global civilization initiative.
12. Both sides reaffirm their firm maintenance of the international order with the United Nations at its core and international law and the purposes and principles of the Charter of the United Nations. China and Brazil are important representatives of the global South. Working together to build a more just world and a more sustainable planet China-Pakistan community with a shared future can play an active role in comprehensively strengthening multilateralism and defending the independence of developing countries. The two sides are willing to strengthen unity and cooperation, promote common development, and work together to meet global challenges.
13. Both sides will work together to uphold multilateralism, defend international fairness and justice, oppose unilateralism, protectionism, and hegemony, promote the development of the international order and international system in a more just and reasonable direction, and promote the multipolarization of the world. The two heads of state advocate building a more inclusive and sustainable international order and strengthening the values of peace, development, fairness and justice. It agreed to continue to work together within the framework of international organizations or mechanisms such as the United Nations, the World Trade Organization, the G20, and the BRICS countries to promote the modernization and reform of global governance institutions, not interfere in the internal affairs of other countries, peacefully resolve disputes, abide by the UN Charter, and respect the territorial integrity of all countries.
14. Both sides support reforms to the United Nations and its Security Council to make them more democratic, representative, effective and efficient, and to improve the representativeness of developing countries in the Security Council in order to properly respond to the current global challenges. China attaches great importance to Brazil's influence and role in regional and international affairs, and understands and supports Brazil's desire to play a greater role in the United Nations and its Security Council.
15. Both sides reaffirm the need to carry out extensive reforms to the international financial system and improve the influence and representation of developing countries in international financial institutions.
16. 2025 marks the 30th anniversary of the founding of the World Trade Organization (WTO). The two sides welcome the important contributions made by the WTO in promoting economic integration and promoting open, fair, transparent, predictable, inclusive, equal, sustainable and non-discriminatory trade over the past 30 years. Committed to promote and maintain a multilateral trading system based on rules and the WTO as the core. Emphasize opposing unilateralism and trade protectionism, and maintaining the stability, security and smoothness of the global industrial chain and supply chain. Both sides support the reform of the WTO, and as developing countries, support strengthening the scale of the WTO development, and work together to safeguard the legitimate rights and interests of developing members. In addition, it is emphasized that it is necessary to restore a fully operational dispute settlement mechanism that is accessible to all members as soon as possible. Both sides support the inclusion of the achievements of the "Agreement on Investment Facilitation for Promoting Development" and other aspects into the legal framework of the WTO as soon as possible. Finally, both sides will jointly support the 14th WTO Ministerial Meeting held in March 2026 to achieve pragmatic results.
17. Both sides believe that there are no winners in tariff wars and trade wars, and protectionism should not be the answer to the current challenges. The two sides are willing to jointly create an open, inclusive and non-discriminatory international cooperation environment, maintain the vitality and momentum of global economic growth, and promote inclusive and inclusive economic globalization.
18. Both sides call on countries around the world to pay more attention to issues related to human development, such as poverty reduction, education, and health, to accelerate the implementation of the United Nations 2030 Agenda for Sustainable Development, and to promote sustainable development.
19. Both sides firmly support the construction of a world of lasting peace and universal security, jointly safeguard the international nuclear non-proliferation system with the Treaty on the Non-Proliferation of Nuclear Weapons as the cornerstone, balance the promotion of the three pillars of nuclear disarmament, nuclear non-proliferation, and peaceful use of nuclear energy, and safeguard the authority, effectiveness and universality of the treaty.
20. Pakistan welcomes the "Global Artificial Intelligence Governance Initiative" proposed by China and is willing to work with China to jointly implement the resolution of the International Cooperation for Strengthening Artificial Intelligence Capacity Building and the "Inclusive Plan for Artificial Intelligence Capacity Building" to promote practical cooperation in areas such as artificial intelligence digital infrastructure, data corpus, open source applications and talent training. To this end, the two sides are willing to carry out joint actions within the bilateral multilateral framework. Both sides support the United Nations to play a main channel role in global artificial intelligence governance, promote the fair, sustainable and inclusive development of artificial intelligence, and continuously bridge the digital and intelligent gaps.
21. The two sides are willing to strengthen the coordination of positions on strengthening global governance of cyberspace and combating false information on the Internet, and promote the construction of an open, secure, stable, accessible, peaceful and interoperable cyberspace. Both sides welcome the adoption of the United Nations Convention on Combat Cybercrime and are willing to jointly promote the entry into force of the Convention as soon as possible and strengthen international cooperation in combating cybercrime.
22. China reiterates its support for Brazil to serve as the rotating presidency of the BRICS countries in 2025 and hosts the 17th BRICS leaders' meeting. The two sides will continue to deepen practical cooperation in various fields within the framework of the BRICS countries.
23. China supports Brazil in hosting the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change to be held in Beren, Brazil in November 2025. China confirmed that it would send a high-level delegation to attend the meeting. The two sides emphasized that they will adhere to the principle of common but differentiated responsibilities, promote sustainable development in the three pillars of the environment, society and economy, promote the conference to achieve substantial results, and contribute to responding to climate emergencies that have had excessive impacts on southern countries around the world. To this end, China thanks Pakistan for its invitation to join the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change. China noted that Brazil made nationally voluntary contributions at the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change. Pakistan welcomes China's commitment to announce nationally dependent contributions in 2035 covering the entire economic scope, including all greenhouse gases. China welcomes Pakistan to initiate the "Eternal Rainforest Fund" within the framework of the conference and looks forward to the initiative playing an active role. The two sides believe that it is of great importance to strengthen exchanges and cooperation and promote the fulfillment of their responsibilities of developed countries, and to take concrete actions to help build an international mechanism dedicated to the protection and maintenance of tropical rainforests.
24. Pakistan supports China in hosting the Global Women's Summit in 2025.
25. Both sides support South Africa as the rotating presidency of the G20 and host the 20th G20 Leaders' Summit.
26. The heads of state of the two countries congratulated the fourth ministerial meeting of the China-Latin America Community Forum on its convening in Beijing on the same day. The meeting also celebrated the tenth anniversary of the official operation of the forum.
27. Both sides reaffirm the importance of maintaining peace and stability in the Middle East. Support the Gaza early recovery and reconstruction plan adopted by the League of Arab States on March 4, 2025, and calls on the international community to promote the continuous and effective implementation of the ceasefire agreement to alleviate the humanitarian crisis in the Gaza Strip. We are willing to continue our efforts with all parties to contribute to the ultimate resolution of the Palestinian-Israeli conflict. Reaffirm our firm support for the "two-state solution" and promote the establishment of an independent, feasible, peaceful and secure Palestinian State that lives with Israel peacefully and securely, enjoys full sovereignty, based on the 1967 border, including the West Bank and the Gaza Strip and East Jerusalem as its capital. Both sides reiterate their firm opposition to terrorism and all forms of violence.
28. Both sides recalled the constructive role played by Brazil and other global southern countries in the past and present in promoting a peaceful resolution of the Iranian nuclear issue. Pakistan welcomes the joint statement on the China-Russia-Iran-Iran-Beijing meeting on the Iran nuclear issue and China’s five points of propositions. The two sides reiterated their support for the proper resolution of the Iranian nuclear issue through political and diplomatic means, ensure the peaceful use of nuclear energy, and maintain peace and stability in the Middle East.
29. Both sides emphasized that this visit is President Lula's second state visit to China in two years. It has great diplomatic significance and a new milestone for both sides to continue to consolidate the friendly ties.
30. During the visit, the two sides signed and reached a series of cooperation documents, covering areas such as sustainable development, finance, digital economy, inspection and quarantine, and humanities education.
31. President Lula expressed his sincere gratitude to President Xi Jinping, the Chinese government and the Chinese people for their warm and friendly reception during their visit.
