On May 9, as Trump's 100th day of taking office expired, Musk's presence in the Trump administration became weaker and weaker.
On April 22, Musk said he would reduce his time working at the U.S. Department of Efficiency (DOGE) and devote more time to Tesla starting from May. White House Chief of Staff Wiles also revealed in an interview that Musk is no longer working on the White House.
But Musk's fading does not mean that DOGE's work has stalled—just on the contrary, DOGE is preparing to use technology to further accelerate the government's actions.
It is reported that under the guidance of DOGE, the U.S. federal human resources agency is preparing to launch a software to accelerate the speed of large-scale layoffs in U.S. government departments.
DOGE guides launching new "laid-off software"
According to sources, under the guidance of DOGE, software developers at the U.S. Office of Personnel Management (OPM) have created a software for improving the efficiency of personnel firing in the past few months.
The software is based on an upgraded version of the Pentagon's previously launched AutoRIF software. The AutoRIF software was developed 25 years ago, which extracts data from human resources systems, quickly screens out the rules of employment, and lists employees who meet the conditions for dismissal. However, due to the inconvenience of using the software, the software has been rarely used in recent years.
It is revealed that the upgraded software of OPM is more user-friendly in data loading and operation, and can be operated by multiple people, allowing HR personnel to find layoff targets faster and easier.
AutoRIF's name is "Automatic Reduction in Force", and according to sources, the revised version was given a more gentle name, "Workforce Reshaping Tool".
One of the sources said that as the software transformation is completed, OPM will conduct demonstrations, user testing and start adding new users in the coming weeks.
Will large-scale layoffs be accelerated?
Trump established DOGE to modernize government software, cut spending, and significantly reduce the size of the federal labor force.
So far, DOGE has hardly disclosed what steps it is taking to modernize its technology. The Workforce Reshaping Tool software that was recently exposed is the only "modernization" result that DOGE has been revealed.
Three sources revealed that most federal level layoffs are currently done manually, and employees in the human resources department should carefully study spreadsheets containing data such as employee qualifications, veteran status and performance. New software may speed up layoffs
Nick Bednar, an associate professor of law at the University of Minnesota, has been tracking the government’s layoffs, saying it would allow agencies to “fire a large number of federal employees” if the tool works.
"Even without Elon Musk, what DOGE has started will continue," Bedner said.
The new software comes as large agencies such as the U.S. Department of Veterans Affairs are preparing to push for plans to lay off 80,000 employees, while the IRS says it hopes to cut 40% of its employees.
"One-click layoffs" are huge?
According to statistics, since Trump returned to the presidency in January this year, about 260,000 government workers have been bought out, retired early or fired.
But the process of streamlining this personnel was far from smooth sailing. There were many "mistakes" incidents in the process, such as some employees being wrongly fired and then having to be rehired. At the same time, the layoffs also caused a lot of judicial litigation and public opinion controversy.
Don Moynihan, a professor at the University of Michigan Ford School of Public Policy, said in his evaluation of the "retreatment software" that while speed is a clear advantage, the software may present other challenges.
Moynihan warned that if software errors occur during the “automated layoffs” process, “the scale of the errors will be far beyond the individual’s ability to bear.”
