China calls on the international community to fully respect South Sudan's sovereignty and dominance

China's permanent deputy representative to the United Nations Sun Lei said in an interpretive speech after the Security Council voted for the draft resolution on the authorization of the UN Mission in South Sudan (UNMIS) to the end of the draft resolution that the international community should fully respect South Sudan's sovereignty and dominance, avoid imposing external solutions, and interfere in South Sudan's internal affairs.

  Sun Lei said that as the main country of the UNSUS delegation, China has always participated in the consultations on the draft resolution on the authorization of the UNSUS delegation to postpone the draft resolution, supported the UNSUS delegation to better fulfill its authorization, and continuously adjusted and improved it in accordance with the needs of South Sudan's construction and development of an equal country. There was a lot of excessive pressure on South Sudan in the draft resolution voted on that day, which had nothing to do with the issue of the UNSouth Mission's authorization extension itself, nor was it in line with the actual situation in South Sudan. China has a reservation about many texts, so it had to vote for abstention.

  Sun Lei said that South Sudan is the youngest member of the United Nations and has been making unremitting efforts to advance the peace process and improve national governance in recent years. The international community should fully consider the development stage and challenges South Sudan faces, and give necessary patience and encouragement. However, the draft resolution uses severe words in many places, such as blindly emphasizing that South Sudan's political transition has not made progress, and unilaterally blames the South Sudan government for the insufficient funding of transition agencies, unified forces, etc., but does not mention the practical difficulties affecting South Sudan's economic situation, such as regional turmoil and oil export disruptions. This is obviously not objective and balanced enough.

  Sun Lei said that issues such as elections, finance, resource management, etc. belong to South Sudan's internal affairs and should be decided by the South Sudan government and people themselves. However, the draft resolution puts forward unrealistic requirements and standards for South Sudan's internal affairs, and even intends to weaken the South Sudan government on issues such as election preparation, humanitarian assistance, and the protection of civilians. This is obviously not constructive.

  Sun Lei said that the South Sudanese government has always maintained good cooperation with the United Nations League of South Summer and provided convenience for the United Nations League of South Summer to perform its duties. The international community should encourage both sides to uphold the spirit of dialogue and consultation and properly handle differences. However, the draft resolution, despite the concerns of South Sudan and African countries, insisted on writing about issues such as the relocation of Tangping Camp. While the two sides are conducting friendly consultations, it still unilaterally put pressure on the South Sudan government. This move will only send out wrong signals and intensify conflicts between the two sides. This obviously does not help solve the problem.

  Sun Lei emphasized that it is a responsibility rather than a privilege to serve as a country in charge. The country who wrote the writing forcefully promoted the vote while there were still differences between the parties, which was deeply disappointing. China urges the country to uphold an objective and fair position and truly assume its due responsibilities. Truly make efforts to maintain unity of the Security Council and build the broadest consensus.
