Recently, the Ministry of Agriculture and Rural Affairs, Ministry of Science and Technology, Ministry of Education, Ministry of Industry and Information Technology, Ministry of Finance, Ministry of Water Resources, Chinese Academy of Sciences and other seven departments jointly issued the "Implementation Opinions on Accelerating the Implementation of the Overall Efficiency of the Agricultural Science and Technology Innovation System", promoting the construction of an agricultural science and technology innovation system with clear stages, division of labor and cooperation, and moderate competition. It is clear that by 2035, an efficient agricultural science and technology innovation system will be built, and the agricultural science and technology innovation and industrial innovation will be deeply integrated. The overall level of agricultural science and technology innovation will rank among the forefront of the world, and a high-level agricultural science and technology self-reliance and self-improvement will be achieved.

  The implementation opinions deployed 8 key tasks. First, strengthen the core mission of scientific and technological innovation in relevant scientific research institutes and universities; second, accelerate the cultivation and expansion of leading agricultural science and technology enterprises; third, optimize the organizational mechanism of agricultural science and technology innovation; fourth, build and strengthen the team of agricultural science and technology talents; fifth, improve the support capacity of agricultural science and technology conditions; sixth, accelerate the transformation of agricultural science and technology achievements; seventh, promote high-level open cooperation in agricultural science and technology; eighth, improve the agricultural science and technology innovation ecology.

  In order to cultivate and strengthen agricultural science and technology leaders, the implementation opinions propose to establish a gradient cultivation mechanism, build a cultivation database of agricultural science and technology leaders, cultivate a group of leading, high-speed growth and potential agricultural science and technology enterprises, and promote the solution of practical problems of agricultural enterprises in a closed-loop manner with the "one enterprise, one policy" and establish a dynamic monitoring mechanism for enterprise innovation capabilities. Support enterprises to participate in agricultural science and technology innovation decisions, agricultural main promotion technology selection, increase the proportion of enterprises participating in agricultural scientific research projects, and in principle, projects with clear industrial application orientation will be led by enterprises, significantly increasing the proportion of enterprises undertaking major national science and technology projects. Gather innovative elements such as high-energy platforms, talents, and finance, build high-quality agricultural high-level zones and agricultural science and technology innovation centers, build key laboratories of the Ministry of Agriculture and Rural Affairs, and support enterprises to build pilot pilot bases. Strengthen the talent team of agricultural science and technology enterprises, select vice presidents of science and technology to agricultural science and technology enterprises, and accelerate the cultivation of enterprise talents. Organize high-end dialogues on agricultural science and technology finance and agricultural science and technology venture capital competitions to continue to promote innovation in agricultural science and technology finance products.
