  It is very happy to pay a state visit to the Russian Federation at the invitation of President Putin and attend the celebration of the 80th anniversary of the victory of the Great Patriotic War of the Soviet Union. I feel very kind to come to friendly Russia again. On behalf of the Chinese government and the Chinese people, I would like to extend my sincere greetings and best wishes to the Russian government and the Russian people.

  China and Russia are good neighbors who cannot move away, true friends who share weal and woe, and good partners who achieve each other. The two sides have successfully explored a correct way to get along with each other for neighboring major countries, and created a new era of China-Russia strategic cooperation spirit with permanent good-neighborliness and friendship, comprehensive strategic cooperation and win-win cooperation as the core. The independent, mature and tenacious China-Russia relations not only bring great benefits to the people of both countries, but also make important contributions to maintaining global strategic stability and promoting equal and orderly world multipolarization.

  This year marks the 80th anniversary of the victory of the World Anti-Fascist War and the 80th anniversary of the founding of the United Nations. Faced with the accelerated evolution of the world's century-old changes and the international situation of chaos intertwined, China and Russia, as major powers in the world and permanent members of the UN Security Council, will work together to defend the achievements of the victory of World War II, firmly safeguard the international system with the United Nations at its core and the international order based on international law, resolutely oppose hegemony and power politics, practice true multilateralism, and promote the construction of a more just and reasonable global governance system.

  During the visit, I will meet with President Putin to communicate in-depth on bilateral relations, pragmatic cooperation and major international and regional issues of common concern, and inject strong impetus into promoting the development of the China-Russia comprehensive strategic cooperative partnership in the new era.

  This is also my second time to attend the Russian "May 9" Victory Day celebration after 10 years. I look forward to working with leaders of many countries and the Russian people to deeply commemorate the martyrs who sacrificed their lives for the victory of the world anti-fascist war, jointly promote the correct historical view of World War II, and jointly issue a strong voice of the times to safeguard international fairness and justice.
